These refer to the ten horns mentioned in v.12. And the ten horns which thou sawest are ten kings, which have received no kingdom as yet." In Gen.1. 2 we read that darkness was upon the deep. How deep is the deep. It is as deep as the duration of these ten kings can manage. In the same verse we have it as 'one hour'. 'but receive power as kings one hour with the beast." This tells us the nature of the beast. These are creatures of Satan as the serpent served his purpose in the garden of Eden. The Spirit gives us the hierarchy of the evil one, principalities, powers, existing in heaven as well as below namely, the rulers of the darkness of this world and spiritual wickedness in high places. (Eph.6.12). The dragon is cast down,"And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him." (Rev.12.9) These unclean spirit coalesce to give the beast in the world continuity.
The beast consequently run on unimpeded till such time God makes an end of it, meanwhile ten horns shall have their brief moment of glory and authority as we have seen them enter the world stage and exit. The little horn for instance refers to Antiochus IV but shall live to do as much injury as other horns.
"The Lord said unto my Lord, Sit thou at my right hand, until I make thine enemies thy footstool." Michael fighting the dragon explains it. Notice the Lamb is no long referred as being slain but simply as the Lamb. He is seated on the righthand of the most High.(Heb.1.3)
"And the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful." This line refers to the rider on the white horse, "And I saw heaven opened, and behold a white horse; and he that sat upon him was called Faithful and True,"(19.11)
