The two witnesses represent heaven and the earth respectively. Thus we have POV of God whose eye does not miss a single thing.

The above mentiones Psalm there refers to him." and Joseph brought unto his father their evil report."(Gen.37.2) When Joseph brought an evil report to his father the Spirit inserts this line in order to instruct us of the Father Son relationship in heaven to which Joseph as the heir of promise fits as his double in earth.
"And they of the people and kindreds and tongues and nations shall see their dead bodies three days and an half, and shall not suffer their dead bodies to be put in graves." (v.9)
In order to understand let us examine Rev.6.9-11 "And when he had opened the fifth seal, I saw under the altar the souls of them that were slain for the word of God, and for the testimony which they held:/And they cried with a loud voice, saying, How long, O Lord, holy and true, dost thou not judge and avenge our blood on them that dwell on the earth?/And white robes were given unto every one of them; and it was said unto them, that they should rest yet for a little season, until their fellow-servants also and their brethren, that should be killed as they were, should be fulfilled." This explains the saying of Jesus where martyrs, including his own from Abel to these 'two witnesses' hear the call, 'come up hither'(v.12)
