This entire chapter is divided into two visions and it is very similar to the Vision of the Woman clothed with the Sun. So the dry bones in the open valley refers to them who did not find grace.
One crucial difference marks them as an army not fit for active duty. "and as I prophesied, there was a noise, and behold a shaking, and the bones came together,"(37.7)
