V. 22 indicates that the gift of tongues, when given at a Christian assembly, are for a sign to those who have not heard of, or don't yet trust spiritual gifts. The gift of prophecy serves those who have learned to recognize the message as being from God. According to Bible examples, prophecy is; an inspired message from God that can relate to present or future events. It is never preaching that was structured in the speakers own mind but new information beyond his natural knowledge. Should we recognize prophets in our organized churches? It is one of the ministry gifts that Jesus gives ( Ephesians 4:11). Communication with our God should be beyond our human intellectual activities.
