Those with leprosy in the old testament had to go up to the priests - along these lines of thought I'm thinking these children were using to mock authority in their lives. This is my guess at least - the real problem was their hearts - total lack of respect for authority in their lives. Elisha, as the man of God, could see this and hence cursed them. Think about society where the children are raised with total lack of respect for authority and think of how safe it is for other people let alone children in the next generation - now you can hopefully see why God acts in ways we cannot see/understand at times - his eye is on the heart of men and he loves us too much to let us destroy ourselves altogether without trying to teach us the error of our ways
