In the Old covenant is was more of external righteousness but in the new covenant is the inner righteousness, Higher righteousness, please read Matthew chapter 5,6,7 God bless you , await your response
That verse says to me that Paul, was aware that he still had his flaws,even being in the active will of God, but that it does not stop him from getting right back up, and going after perfection. See i believe that God leaves us in our bonds for a while, to prove to us how bad we want him, that we don't so easily turn back to our unrighteous way, for if it came easy, then we would probably, easily let it go.
So in actuality, how bad we want God, will show in how dedicated we are, to becoming perfect.
And let us not be weary in well doing: for in due season we shall reap, if we faint not. Says Galatians 6:9
but ye have received the spirit of adoption, whereby we cry Abba Father.The spirit itself beareth witness with our spirit,that we are the children of God.Romans.8:15.16
Receiving Have you ever heard of a farmer who planted his seed and didn’t expect a return. It is godly to give expecting to receive. When God sent His Son, he expected to receive something in return: Sons and daughters. Jesus was a receiver, we see him, receive food, lodging, gifts, and even a donkey.
Reaping Galatians 6:6-9 “Be Not Deceived; God is not mocked. For whatsoever a man soweth, that shall he also reap. For in due season we shall reap if we faint not.” When will we reap? In due season.
