Verse 10 has the answer as David was close enough to Saul to cut his clothes and could have just as easily cut off Saul's head and stopped him from trying to kill David. So the cloth that was cut was proof David spared the life of Saul.
here is the answer: 10 Behold, this day thine David eyes have seen how that the LORD had delivered thee Saul to day into mine hand in the cave: and some bade me kill thee: but mine eye spared thee; and I said, I will not put forth mine hand against my lord; for he is the LORD'S anointed.
