It was not heaven that was in darkness but the earth . For heaven needs no sun or moon for God is the light thereof.
From verse 2 onwards it is all about the EARTH .
And the earth was without firm and void.
Thus we have the first heaven where Gods throne is or the spiritual .
THEN we have the fiirmiment that is called heaven that has waters above and waters below . Where the birds fly .
Then we have the third heaven ( earthly) and He made the stars also . The heaven where the sun and moon and stars reside.
Thus we have the three heavens .
