Yes, Felix is in the Bible. You can read an account of him in Acts chaps 23 and 24 in connection with the arrest of the Apostle Paul. Claudius Felix was a Roman governor appointed as such by the Roman Emporor Claudius, though he was actually of Greek heritage. History records for us that he was a corrupt and cruel man, and because of his inability to quell the disturbances in Judea, he was recalled back to Rome.
