Ro 9:33 As it is written. That Christ would be a stumbling-stone to Israel had been foretold in Isa 8:14 28:16. When Jesus came as a lowly one, and was crucified, the Jews, who expected the Christ to be a mighty earthly king, stumbled and fell.
