Ecclesiastes 9:5, if we die, we know nothing. Psalms 115:17 I believe that if our spirit were alive in heaven, we would be praising the LORD. Our only hope of eternal life is in Jesus; this comes when we are resurrected, not before, 1 Corinthians 15:52-54.
Not to drag this out, I will say, if we all have an immortal spirit, there is no death and no true gift of eternal life because we already possess it. John 3:15, John 10:28, Romans 2:7, Romans 6:23, 1 John 2:25. This is our promise. The others receive death; they will perish, John 3:16, 2 Thessalonians 2:10, 2 Peter 2:12. The word perish is to destroy fully, permanent, absolute destruction. Revelation 21:8 their part, their punishment, and death will fit their sins, not burn for eternity.

This "domino" effect certainly is soon to come as first in the present time the church is being judged first ( 1 Peter 4:17); then the Jews as Romans 2:9 indicates Tribulation and anguish, upon every soul of man that doeth evil, of the Jew first, and also of the Gentile;. This theme; of course is repeated in Revelation and other O.T. prophecies regarding the Apocalypse.
James 4:4 and many other passages indicate our enmity with God or the word enemies which is basically the same concept. This of course is the reason the world is hostile and dangerous; and by and large God's children are eventually directly targeted.

Now of course the enemy of our souls is the ultimate chess strategist and has set up kings along with corresponding powers and principalities ( Ephesians 6) to be in position for his endgame plan which God will allow so it is going to happen. God ultimately; of course will draw all nations to the valley of Meddigo to ostensively fight one another but then turn to fight Christ. This is the truth and we have to accept it. It is also the case that every day souls are perishing; some to heaven others not.

I would make another general statement here that it is clear from scripture that some are saved and others not but losing one's salvation isn't possible. The caveat here is that we know ( Romans 8:16) if we are saved.

That's how it is, you ask a lot of questions that you think and have answers to dear Bible readers. But everything that happens in a person's life no matter who it is, and what they "have saved themselves from" as you say. Ps I read it that way anyway. The Lord can do everything and turn it into the best for everyone. This is how He shapes us, as He wants. So when we start life we don't know how or what we are going to do. Not if we haven't repented before we start then and are proven our faith and have the Lord Jesus with us.

I think that Jesus is at least described well at the end of Revelation. I might be able to help you a little here when I checked it up, I found out, God's wrath. I do not doubt that you do not know it yourself, but to make the word alive for other readers. The day of God's wrath is mentioned in Proverbs 11:4 in Zeph 1:15 in Romans 2:5 and many warnings from Jesus and the Apostles mention some in Matthew 24:48-51 and Mat 25:13Rev 14:19-20 And of course this word when the Earth is to be harvested. The day of God's wrath is when He begins to reap the Earth. So just to mention it in the book of Rev we understand that we are talking about what was and what is. And afterwards we have glorious days with the Lord and finally a new Earth and a new Heaven are created. I completely agree that the Bible was written for the Jews first and then the Gentiles. Those words have been mentioned many times, probably a whole study if you want. But when you have received the Holy Spirit, you can understand the reading. Therefore, the Jews deserve our thanks for their faithfulness to God.And last but not least, we must never forget that they are the first to receive the Word. But as we know, they did not accept Jesus when He visit Israel. But they will see Him, and we expect that Jesus has made everything ready for us. The New Testament is made with the house of Israel and Judah ( Jer 31:31-34; Heb 8:8). The Mystery concerns the body of Christ-Jews and Gentiles united in one new man by grace ( Eph 3:6).
Romans 2:29 belongs to Israel's covenant context, not the church's identity. Israel's inward circumcision is about covenant faithfulness; the church's standing is based on being placed "in Christ" apart from law or nationality. Mixing these destroys the distinct purposes God has for each.

Many believe the great white throne judgment is only for the condemned, but I think there will be both groups, as you mentioned, with the sheep and the goats in Matthew 25. We also have Daniel 12:2, which seems to refer to the same resurrection, and John 5:28-29, where the ones who did good and those who did evil are in the same resurrection.
This second resurrection includes the rest of the dead who were not in the first resurrection, as well as all the people who lived and died during Jesus' 1,000-year reign over the earth. Some also lived before Jesus and after His ascension, who never heard of Jesus or the gospel. But that is not an excuse, Romans 1:18-20.
I believe Romans 2:11-16 is about the judgment of those who have not heard the gospel. You may not agree, but it tells us that everyone has a conscience, referred to as the heart, Proverbs 4:23. Everyone has an awareness of God, which guides us morally in discerning right from wrong. Those of us in Christ who are in the first resurrection have been given the Holy Spirit, which offers us even more guidance, and God and Christ can dwell within us, with our sins covered by the blood of Jesus.
It says everyone will be judged based on what is written in the books, according to their works. This is a book of deeds listing good and bad. It may be the same as the book of remembrance; I'm not sure. I would think the book of the law would be opened, Deuteronomy 30:10-15. Some may say the book of the covenant is the same as the book of the law, and the Book of Life; they may be more, but I'm not sure. Those in this judgment not found in the most important book, the Book of Life, have their part in the Lake of Fire.

All of Jesus's life was about fulfilling the law and prophecy; it is to the Jew first and then the rest of the world, Romans 1:16, Romans 2:9-10. Jesus clearly said, I am not sent but unto the lost sheep of the house of Israel, and He instructed His disciples to do the same, Matthew 10:6, Matthew 15:24. Jesus spoke to them in parables so they would not understand and hear, and be healed, Matthew 13:13-15.
You are correct that, as a nation, they would have been able to receive Jesus as the Messiah if they had repented, and then the kingdom could have been established at that time. However, God knew their hearts. They were expecting Jesus to set up the kingdom at that time, including the apostles. They asked Jesus if He was going to establish it then, Acts 1:6.
Their final rejection is shown when they cried out loudly and covered their ears, Acts 7:57. Though many disagree, this also fulfills the last seven years in the prophecy of Daniel 9, which many associate with the end times and the doctrine of the Rapture of the Church. This gospel of grace is offered to Jew or Greek, and unto the whole world.
There is no difference between the Jew and any other person of any nation, Romans 10:12. It took the apostles some time to understand this, as shown by Peter's reluctance and his dream. It may not be in our Bible, but I believe they all understood God's plan. This Kingdom will be established when Jesus returns, until the fullness of the Gentiles has come in, Romans 11:25.

Just a short note to your question, whether Romans 2:13 "would be considered works?" To understand what the apostle Paul was writing about, one would need to at least read all of chapters 2 & 3 of Romans. In chapter 2, Paul was addressing both Jew and Gentile believers in Rome, but turns his attention to the Jews in the Church ( Romans 2:17). There were some there that maintained adherence to the Old Testament Laws given to Israel, to which Paul asked 'if you preach adherence to the Law, then how well do you keep that Law, for only those who can keep it perfectly will be accepted by God'. Of course, the expected response would be, 'we can't keep the Law perfectly'; even as James 2:10 states, "For whosoever shall keep the whole law, and yet offend in one point, he is guilty of all."
So Paul goes on in Romans chap 3 to give the answer. Romans 3:19,20: the Law applies to those under it and by keeping the Law (even imperfectly), no one, Jew nor Gentile, can be justified before God. So Paul's conclusion ( Romans 3:28: "Therefore we conclude that a man is justified by faith without the deeds of the law). So, not only keeping the Law, but doing any good that tries to supplement Faith in God through Jesus, would be Works - and Works & Faith don't mix ( Galatians 3:19-26).
Matthew 7:19 "Every tree that bringeth not forth good fruit is hewn down, and cast into the fire."

If what you are asking are those who didn't believe in or have faith and do what was provided for them for salvation lost and condemned. I would say yes.
That is not just the Israelites in the OT, or the Gentiles in the OT.
It goes also for the Israelites today and the Gentiles today.
The Israelites before the crucifixion of Christ had to express their faith by the works of the law in their sacrifices and rituals pointing foward to one who would come. ( Their Messiah! )
This is called the dispensation of the law which started at Exodus 19:5 and ended at John 19:30.
This is what Paul is saying in Romans 10:4.
It is also important to note that the Law of Moses was given only for the nation of Israel.
( Exodus 19:3-8; Deuteronomy 5:1-3; 4:8). Jesus made it clear that it was given to Israel and not the Gentiles ( Mark 12:29-30). The apostle Paul said the Law was given to Israel and not the Church ( Romans 2:14; 9:4-5; Ephesians 2:11-12). The dispensation of Law is over.

Peter's gospel ( Acts 2:38; Acts 3:19-21) looked to the restoration of Israel and the coming kingdom. Baptism was tied to remission of sins and receiving the Spirit. By contrast, Paul preached the cross as the power of God unto salvation for Jew and Gentile alike ( Rom. 1:16). In Paul's message, salvation is by grace through faith alone apart from works or rituals ( Rom. 3:28; Eph. 2:8-9). To blend Acts 2:38 with Paul's gospel is to confuse Israel's earthly promises with the Body's heavenly calling.
Regarding Israel, Romans 2:28-29 shows that outward circumcision alone is insufficient, but this does not mean the church has become "the true Israel." In Romans 9-11 Paul insists Israel remains nationally distinct, awaiting future restoration. Ecclesiastes 9:5, if we die, we know nothing. Psalms 115:17 I believe that if our spirit were alive in heaven, we would be praising the LORD. Our only hope of eternal life is in Jesus; this comes when we are resurrected, not before, 1 Corinthians 15:52-54.
Not to drag this out, I will say, if we all have an immortal spirit, there is no death and no true gift of eternal life because we already possess it. John 3:15, John 10:28, Romans 2:7, Romans 6:23, 1 John 2:25. This is our promise. The others receive death; they will perish, John 3:16, 2 Thessalonians 2:10, 2 Peter 2:12. The word perish is to destroy fully, permanent, absolute destruction. Revelation 21:8 their part, their punishment, and death will fit their sins, not burn for eternity.
Death is not a separation, as Greek philosophy puts it, which has influenced today's understanding.

Context is important, and scripture must always interpret scripture.
Romans 2:13 declares, "For not the hearers of the law are just before God, but the doers of the law shall be justified." At first glance, it seems Paul teaches justification by works, but in context his argument is different. In Romans 1-3, Paul is laying out the universal guilt of both Gentiles and Jews. In chapter 1, Gentiles are shown guilty for sinning against conscience and creation's witness. In chapter 2, Paul turns to the Jew, who boasted in possessing the law. His point is clear: merely hearing the law read in synagogue does not make a person righteous. God's standard is perfect obedience. Thus, if one actually kept the whole law, that person would indeed be justified. But Paul quickly demonstrates that none do. Romans 3:9-20 drives this conclusion: "There is none righteous, no, not one for by the deeds of the law shall no flesh be justified." Isaiah 1:5 says

This and much of the rest of this chapter discusses the state of Israel and the inevitable judgments to come; not only for them but all the nations of the world. This "domino" effect certainly is soon to come as first in the present time the church is being judged first ( 1 Peter 4:17); then the Jews as Romans 2:9 indicates Tribulation and anguish, upon every soul of man that doeth evil, of the Jew first, and also of the Gentile;. This theme; of course is repeated in Revelation and other O.T. prophecies regarding the Apocalypse.
James 4:4 and many other passages indicate our enmity with God or the word enemies which is basically the same concept. This of course is the reason the world is hostile and dangerous; and by and large God's children are eventually directly targeted.
This answers the ultimate issue or causation of today's worldwide geopolitical situation which seems a hair's breath from Armageddon.
Now of course the enemy of our souls is the ultimate chess strategist and has set up kings along with corresponding powers and principalities ( Ephesians 6) to be in position for his endgame plan which God will allow so it is going to happen. God ultimately; of course will draw all nations to the valley of Meddigo to ostensively fight one another but then turn to fight Christ. This is the truth and we have to accept it. It is also the case that every day souls are perishing; some to heaven others not.
This isn't a path we can navigate apart from the Spirit of God. I realize these are general concepts here and perhaps not necessary for many. I would make another general statement here that it is clear from scripture that some are saved and others not but losing one's salvation isn't possible. The caveat here is that we know ( Romans 8:16) if we are saved.

That's how it is, you ask a lot of questions that you think and have answers to dear Bible readers. But everything that happens in a person's life no matter who it is, and what they "have saved themselves from" as you say. Ps I read it that way anyway. The Lord can do everything and turn it into the best for everyone. This is how He shapes us, as He wants. So when we start life we don't know how or what we are going to do. Not if we haven't repented before we start then and are proven our faith and have the Lord Jesus with us.
Why do I say this? (I am a living proof).

The Bible contains not just Old Testament and New Testament, but also the Mystery revealed to Paul. The Old Testament deals with national Israel under the law. The New Testament is made with the house of Israel and Judah ( Jer 31:31-34; Heb 8:8). The Mystery concerns the body of Christ-Jews and Gentiles united in one new man by grace ( Eph 3:6).
Romans 2:29 belongs to Israel's covenant context, not the church's identity. Israel's inward circumcision is about covenant faithfulness; the church's standing is based on being placed "in Christ" apart from law or nationality. Mixing these destroys the distinct purposes God has for each.
Conclusion: You are not spiritual Israel. Israel remains God's chosen nation with earthly promises, while the church is a heavenly body revealed in the Mystery. Right division preserves both programs and glorifies God's wisdom in keeping them distinct.

Romans 2:29 is frequently used to say "true Israel is spiritual, therefore the church is spiritual Israel." But Paul is speaking in Romans 2:17 to Jews-people "called a Jew" under the Old Testament law. Israel's outward circumcision had become worthless through disobedience ( Rom 2:23-25). True covenant Jews are those circumcised in heart ( Deut 10:16), not just outwardly.
Paul is addressing unbelieving Israel, not redefining the church. In Romans 9:6-11, he describes removing faithless Jews ("dead branches")-but does not replace them with Gentiles. The "doers of the law" were not Gentiles, nor the church ( Rom 3:19-21). Spiritual Israel in the New Testament is believing Israel under the new covenant ( Heb 8:8-12).
Jesus declared in Matthew 21:43 that the kingdom would be taken from unbelieving Israel and given to a believing Israelite nation-not the body of Christ. The NT replaces the OT within Israel's program, but the church is separate, revealed as the "mystery" apart from covenant promises.

Romans 2:29 declares... ("he is a Jew, which is one inwardly") is often misused to claim that the church is "spiritual Israel." This is the foundation of Replacement Theology, which teaches the body of Christ inherits all covenant promises given to Israel. Many groups-Roman Catholic, Reformed, Church of Christ-fail to rightly divide and thus merge Israel's prophetic promises with the church.
Undisputed facts: In the Old Testament, God chose and made promises to the nation of Israel. In the New Testament, many promises are fulfilled through the Spirit, but "true Israel" is not redefined as the church. Replacement Theology says the church fulfills Israel's covenants, partakes of their spiritual things ( Rom 15:27), and inherits what was promised to them ( Gal 3:29; Eph 2:13). It equates NT circumcision, law, and kingdom language with the church's identity.
You and I are not spiritual Israel. God's covenants with Israel remain tied to their national identity. The body of Christ is a distinct entity, not foretold in prophecy, but revealed later to Paul as "the mystery" ( Eph 3:1-9). Confusing Israel and the church distorts God's separate purposes for each.

It's good to hear from you. Different understandings of this subject may disagree with mine. I'm not sure I can fully answer your questions; others may have more information, but I will share my best understanding. Many believe the great white throne judgment is only for the condemned, but I think there will be both groups, as you mentioned, with the sheep and the goats in Matthew 25. We also have Daniel 12:2, which seems to refer to the same resurrection, and John 5:28-29, where the ones who did good and those who did evil are in the same resurrection.
This second resurrection includes the rest of the dead who were not in the first resurrection, as well as all the people who lived and died during Jesus' 1,000-year reign over the earth. Some also lived before Jesus and after His ascension, who never heard of Jesus or the gospel. But that is not an excuse, Romans 1:18-20.
I believe Romans 2:11-16 is about the judgment of those who have not heard the gospel. You may not agree, but it tells us that everyone has a conscience, referred to as the heart, Proverbs 4:23. Everyone has an awareness of God, which guides us morally in discerning right from wrong. Those of us in Christ who are in the first resurrection have been given the Holy Spirit, which offers us even more guidance, and God and Christ can dwell within us, with our sins covered by the blood of Jesus.
It says everyone will be judged based on what is written in the books, according to their works. This is a book of deeds listing good and bad. It may be the same as the book of remembrance; I'm not sure. I would think the book of the law would be opened, Deuteronomy 30:10-15. Some may say the book of the covenant is the same as the book of the law, and the Book of Life; they may be more, but I'm not sure. Those in this judgment not found in the most important book, the Book of Life, have their part in the Lake of Fire.

The Bible is clear that individuals who practice sin will be judged. For example, there's a large laundry list of sin in Romans 1:29-31.

Paul clearly states that God will judge those who practice those things.

"But we are sure that the judgment of God is according to truth against them which commit such things."

Revelation 21:8

So the conclusion is unavoidable-God is Good
All of Jesus's life was about fulfilling the law and prophecy; it is to the Jew first and then the rest of the world, Romans 1:16, Romans 2:9-10. Jesus clearly said, I am not sent but unto the lost sheep of the house of Israel, and He instructed His disciples to do the same, Matthew 10:6, Matthew 15:24. Jesus spoke to them in parables so they would not understand and hear, and be healed, Matthew 13:13-15.
You are correct that, as a nation, they would have been able to receive Jesus as the Messiah if they had repented, and then the kingdom could have been established at that time. However, God knew their hearts. They were expecting Jesus to set up the kingdom at that time, including the apostles. They asked Jesus if He was going to establish it then, Acts 1:6.
Their final rejection is shown when they cried out loudly and covered their ears, Acts 7:57. Though many disagree, this also fulfills the last seven years in the prophecy of Daniel 9, which many associate with the end times and the doctrine of the Rapture of the Church. This gospel of grace is offered to Jew or Greek, and unto the whole world.
There is no difference between the Jew and any other person of any nation, Romans 10:12. It took the apostles some time to understand this, as shown by Peter's reluctance and his dream. It may not be in our Bible, but I believe they all understood God's plan. This Kingdom will be established when Jesus returns, until the fullness of the Gentiles has come in, Romans 11:25.

Romans 2:28 For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh:
29 But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God.
Just a short note to your question, whether Romans 2:13 "would be considered works?" To understand what the apostle Paul was writing about, one would need to at least read all of chapters 2 & 3 of Romans. In chapter 2, Paul was addressing both Jew and Gentile believers in Rome, but turns his attention to the Jews in the Church ( Romans 2:17). There were some there that maintained adherence to the Old Testament Laws given to Israel, to which Paul asked 'if you preach adherence to the Law, then how well do you keep that Law, for only those who can keep it perfectly will be accepted by God'. Of course, the expected response would be, 'we can't keep the Law perfectly'; even as James 2:10 states, "For whosoever shall keep the whole law, and yet offend in one point, he is guilty of all."
So Paul goes on in Romans chap 3 to give the answer. Romans 3:19,20: the Law applies to those under it and by keeping the Law (even imperfectly), no one, Jew nor Gentile, can be justified before God. So Paul's conclusion ( Romans 3:28: "Therefore we conclude that a man is justified by faith without the deeds of the law). So, not only keeping the Law, but doing any good that tries to supplement Faith in God through Jesus, would be Works - and Works & Faith don't mix ( Galatians 3:19-26).
