The reason, I believe, Isaiah 53 was written in future, present, and past tenses is because it was given by the inspiration of the Holy Spirit and He is omniscience (all knowing)

John the Baptist preached about Jesus coming upon earth, for only by Him this world might be saved and shall receive the kingdom of Heaven. In the moment that John spoke, Jesus was not yet crucified, and the blood of the everlasting covenant has not yet been brought.
